Curtis was born in El Reno, Oklahoma, but grew up in Midland, Texas. He was a 1965 graduate of Midland Lee High School. He attended Texas Tech University and then joined the U.S. Army where he trained as a medic and also earned his parachutist wings. He was deeply devoted to his church and his family. He enjoyed sports. Curtis was in his 2nd tour in Vietnam when he was killed in a "hostile" misadventure situation. Curtis is remembered by his community and by the Permian Basin Vietnam Memorial located at Midland International Airport, Midland, Texas.
