PFC Charles Fulks was at Fire Support Base Jerry, being operated by B Battery 2/13 Artillery, as part of an artillery task force working the Bu Dop area of War Zone C in November-December 1969. Service Battery personnel delivered ammunition frequently to B Battery and D Battery as part of their duties in 2nd Battalion, 13th Artillery. Bu Dop was a Special Forces Border Camp being utilized for training ARVN Special Forces and artillery units to assume commitments performed earlier by American units. The NVA was making a maximum effort to disrupt the Bu Dop project. FSB Jerry was the nearest friendly base to Bu Dop.

I was Executive Officer for A Battery at this time. I am reporting information delivered to me by my unit members in D Battery. I never met PFC Fulks. I do not know what happened at FSB Jerry on December 7, 1969. PFC Fulks died that day as a victim of small arms fire. I know only about Bu Dop actions. Perhaps a Service Battery member can supply additional details.

Colonel Joseph Luger recently approved my commemoration of fallen artillerymen from the Red Dragon Clan, 2nd Battalion, 13th Artillery. Colonel Luger and I both extend our deepest sympathies for the ultimate sacrifice PFC Fulks gave at FSB Jerry. Your memory lives on with us. Rest in Peace.

I saw that you were from Louisville, KY, where I'm currently growing up. I'm proud to know my hometown produced heroes like you. Thank you, sir, for giving your life so I can grow up in a safer world.

I will not let your sacrifice be in vain.
